In addition to coaching of ALL the quarterbacks (probably including Goff), what will distinguish them is their work ethic. I can only imagine the complexity of the daily evaluations and the criteria that the coaches will use to rank the players.
If recruits are promised that they will be given a chance to play (as opposed to a "guarantee"), those who are competitors will likely be much more motivated to pay attention in practice and to do their best to master the system to get game time.
It was shocking what JT did to Bridgford in the Nevada game, throwing him, virtually unprepared, into the game as the starter, and the results were almost predictable. As shocking was the revelation later that Bridgford got few if any reps in practice. Now, he, along with the other quarterbacks will have an opportunity to learn and execute. Their attitudes as well as their skills at learning the new offense will be greatly enhanced - and evaluated.
As at furd, even the guy who is declared the starter could lose the position after the season starts if his performance is lacking or if another guy proves to be a better "fit" as the season progresses. This is a dramatic and radical change from the past.
