Nice pictures.
But it's pretty clear that the rock anchors go under the existing Stadium. So I'd say there is no way that these are separate structures and independent. Good thing for lawyers....because if I was the judge I'd have said they are not separate.
You're right about going under. I witnessed the the long rods being thrust into the ground, but did they make contact with the foundation of the Stadium? I'm no engineer, but I'd think that would be bad for the integrity of the Stadium. Therefore, I believe they would go under the foundation, and there's still not contact between the two structures. Can any expert clear up this difference in opinion?

...the stadium foundation. They are separate structures. The soldier piles (I Beams) support the soil nail retention wall that has tie back rods. But those rods are way below the foundations of the stadium. That soil nail wall is what is now being waterproofed with a sheet membrane, prior to the vertical building walls (which will be 24' thick) being poured up against that.
If you thought those pics were awesome, you should see the site, today. I checked out the work from the rim of Memorial, and there were a lot of different crews going to town on different projects: rebar placement for the foundation, plumbing, more dirt removal near the ramp. The rebar is almost completely covering the entire area of the Big Hole and about 25% of the rebar has been covered with cement. It looks like the foundation will be nearly complete before New Years weather permitting.

As promised here are some new pics of the SAHPC from earlier today. The site wasn't as busy as it was before the big storm. The pictures start on the south side of the project and proceeds to the north side.
Several things to notice in this set:
(1) The foundation is mostly complete except for a small area with yellow tarps. It appears there's been a delay in completing it and installing electric wires due to the latest deluge of the past 2 weeks.
(2) They're beginning to pour inner walls and support columns.
(3) 2 workers were drilling grooves into the foundation slabs that you can see as squares in several pictures. Perhaps, this measure is for drainage???

also good you aren't an architect or engineer, because you don't know jack about the building codes.

There's better pics from the Construction Insider via Calfan's OP. I'm a little surprised that the walls of the SAHPC against Memorial Stadium haven't been poured, yet, while they're preparing the 2nd floor pour on the far south-side (photo 102).
