I have no idea why people think they're qualified to make this assessment, but I will point out the following:
Tosh had never made defensive calls, as far as I have read, before 2018. When he was promoted to defensive coordinator, Pete Goulding was
also named co-defensive coordinator. From Bama's bio on Goulding:

Golding's 2017 defense ranked seventh in the Football Bowl Subdivision, allowing just 287.8 yards per game. The Roadrunners finished eighth in scoring defense (17.0 ppg), second in first downs defense (166) and 19th in pass efficiency defense (112.19). UTSA's improvement during Golding's tenure was evident, as the defense allowed 156 less yards per game and 16.8 less point per game in 2017 compared to 2015.
In his first season with the Roadrunners in 2016, he helped lead the program to six wins and its first bowl game the 2016 Gildan New Mexico Bowl. His defense set several school records, including single-season standards for tackles (934), tackles for loss (77), sacks (27) and quarterback hurries (38).
It is not clear to me who made the defensive calls at Bama last year - but Golding was hired in December 2017 as "co-defensive coordinator" and Tosh was promoted in February 2018, dropping the "co" from his title. That suggests to me the "promotion" for Tosh was in name only, and done to justify a big salary raise.
Finally, I will note that during the CFP, I saw Tosh coaching on the sidelines. Typically, but of course not always, the person calling the plays is in the booth.
My guess is Golding is the "real" coordinator and Tosh needed the title to justify the gigantic salary, which was needed to keep their super recruiter.
