My list:

Leach
Petersen
Shaw
Edwards
Whittingham
Cristobal
Wilcox
Sumlin
Kelly
Helton
Smith
Tucker

The top 5 are the class of the conference, at the moment. I give Edwards a slight nod over Whittingham because my strong belief that the latter usually finds a way to lose games he should win. Hell of a Coach, but whether early in the season, or in the clutch, Whittingham will find a way to botch it.

Wilcox will need to produce an offense and beat Oregon before he can surpass Cristobal. Sumlin took a good situation with Tate and turned it into a clusterscrew.

I missed (attending and watching) last year's UCLA game. So, I don't know how we lost so badly. But UCLA missing a bowl game is unacceptable, so Chip is down. Same for Helton, although I did see most of his anemic coaching last year.

Smith has an impossible task. Tucker, being new, has no where to go but up.
This list seems to be based mostly on the results of one season. I would rank Edwards lower and Kelly and Sumlin higher.
It is definitely based on their body of Pac-12 work. Inevitably, some will rose while others fall in 2019.
