I haven't seen anything about this being anything about PG&E. Was there something related to a power shutdown or a power surge that caused this refinery fire? It isn't a PG&E refinery, in fact pretty sure PG&E doesn't deal in refining...

This was not at a refinery. The incident occurred at a storage/terminaling facility which is near, but not part of ,the Phillips 66 refinery in Rodeo.
