I'm going to deliver more news you won't like:It's unlikely Henry To'oto'o plays at Cal or far that matter anywhere in the Pac 12. Many of the same factors that drew him to Tennessee will likely be in play as he finalizes his decisionZach Charbonnet is a strong UCLA lean. Cal couldn't be aggressive with him early because of Cardwell and will now need to play a late catch-up game to catch his interestOn Cardwell: Oregon is in a position currently where they can wait until scholarships open before offering Cardwell (a late luxury) vs. Cal who had to roll with the punches when he didn't sign in December. As 6956 says, that's about winning. When you're the back to back (albeit the 2020 one is with a big *) P12 champs, you have more cachet. And we're now in the cycle with recruits who started to watch college football 4-5 years ago. That's the tail end of Oregon's domination under Kelly whilst the Bears were nearly winless. Childhood dream school are not likely to favor the Bears too oftenDespite that, Cal's on a big upswing in recruiting and the quality of recruiters on the staff. The addition of Keith Heyward who was arguably the Duck's best recruiter in recent years is a huge win. 2021 is a very strong class which makes three straight classes that have improved year over year and 2022 is off to a strong start along with the transfer Woodie from Florida StateOne good piece of news is that 2022 shapes up as a stronger year for RBs on the West Coast. Cal has already offered Gavin Sawchuk , Raleek Brown , Damari Alston , Sam Martin Jr. , and Ashton Hayes among others. For Cal to take a big leap forward in recruiting, they are going to have generate momentum on the field. That was the plan and one the staff had high confidence in prior to COVID. With Deng, Goode, Saffell, Daltoso, Crawford, Drayden and Hicks returning as seniors, there's every reason to believe the Bears are positioned for a breakout season in 2021

80-89: Quality prospect (Three-star)

Considered one of the best 100 prospects in the state and a top 500 national prospect. Displays the physical skills to develop into a contributor over the course of his college career. Has the ability to become a professional prospect over time with development.

70-79: Solid prospect (Two-star)

Considered one of the top 250 prospects in the state. Has the physical skills to be a potential contributor at a D-1 program over the course of his collegiate career with significant development. Professional potential is low.
