Now he has opted out of SMU game and the Bowl does he have to repay any dough? Or are payments made in installments and he just forfeits his last payments?

NIL is paying for use of name, image and likeness. That is it. It is not paying to play. Players do not forfeit payments for not playing in games. We all know the intent is pay to play, but at least for now that is not how it is set up and unless those rules have changed very recently, it is not allowed to condition payments on playing.
