Far be it from me to criticize the Chilean goal keeper but it just seamed like he make it easier for Brazil to score by diving low on every free shot. I know by doing that, it becomes a 50/50 chance that he blocks a shot but IMO he make it a 25/75 chance. Any ball kicked in the upper half (left, right and center) or even anything kicked dead center had a real good chance.

The guy kicking is either picking a spot and kicking, or reading the keepers weight and trying to guess where he won't be.
It is similar to a pitcher standing halfway between the mound and home plate and throwing a random pitch. There really is really only time for very slight adjustments to the swing, but it is mostly guessing...
It is why PKs are a high percentage shot. Basically a 1 in 5 chance of stopping it if it is a good shot... (you see this in the Chili keeper and Croatian keepers both guessing right and getting a hand on the ball but not getting the save anyway because they can't react fast enough to make even a small adjustment.)

I'm sure they've got video of every PK taken and know the player tendencies (if they have them). My favorite is the cheeky slow poke to the opposite side if you've gotten the GK to jump first.

About the slow poke PK, I may have a bit of bad news for you. If you are talking about the kicker running up to the ball stopping, waiting for the keeper to dive, then happily tapping the ball to the opposite side of the net; well those days are over.
It is now illegal to do so. Any player doing so will lose the PK opportunity (IFK to opposing team) and likely receive a caution as well.
While it is still legal to stutter step/feint on the run-up to the ball, once the kicker reaches the ball, s/he must follow thru and kick the ball without any further feints.
