i thought rule was changed after nfl changed rule?

Why would anyone go down with the ball in desperation situations, or on 4th down?

Just fumble forward and maybe something good happens

When the NFL changed the rule after the Raiders (TE Casper?) fumbled forward into the end zone for a game winning TD; Wasn't the college rule at the time that you couldn't advance a fumble unless you caught it in the air?

So yes the college rule was changed to let the recovering team advance the football. Admittedly, scoop and score is a crowd-pleaser. I remember USC was particularly adept at creating air-borne fumbles that they could catch in the air and return for scores, at least in Cal games.

the rule makes it specifically illegal to advance a fumble on 4th down or a PAT.

According to Wikipedia: "If the ball is fumbled the defensive team may recover the ball and even advance it to their opponents' goal. The same is true for the offense, but usually when the offense recovers the ball it simply tries to down it. In American football the offense cannot advance the ball if it recovers its own fumble on fourth down, or in the last two minutes of a half, unless the ball is recovered by the fumbler (there are no such restrictions in Canadian football)."
