Are these player-led workouts, or official practices, (with the coaches present and active? (or a hybrid?)

I remember there used to be the October 15th restriction, as per NCAA rules, from which the Midnight Madness events was born (12:00:01 AM on the 15th), but I know that date no longer exists. Still, August seems early for "real" practices. What are the NCAA rules now?

Yes, these are coach-led practices. It's a relatively recent rule change that allowed some summer practices for guys enrolled in summer school. There are some caps on how much time per week (I want to say 8 hours but don't quote me) and for a limited period of time.
