His plan is to graduate over the summer and become a grad transfer - in which case no.

I have my doubts on whether he can graduate in 3 years AND get into a competitive grad program. And if he won't graduate til the end of the Summer than I don't know why he'd commit here if the possibility of sitting out next year exists. Unless the transfer waiver happens.

Yes, if he has to take classes in the summer, that would complicate his being admitted to a Cal grad program in the fall.

Is there such a thing as a Conditional Acceptance?

Is it conceivable that the California Public Health graduate program would admit him if he successfully completes his WMU undergraduate course work before the beginning of the Cal Graduate Program starts this fall?

Perhaps someone on the BI staff can call the graduate program's admission dept and clarify that situation.
