There is a FAR more parsimonious explanation.

1) US president with very limited foreign policy experience

2) Trauma of 9/11 heightens his focus on FUTURE threats. NEver again and all that. \

Not sure your age but I think unless you really lived through that day as an adult it is impossible to convey what it was like - for me it was being in San Diego and having a staff deeply afraid to keep working because we were in a highrise. or a wife who wasn't happy we lived a few miles from Miramar NAS.

3) The NeoCons where hyperfocused on playing up threats. That is how they saw the world - a dangerous one in which the projection of Force was near costless and highly effective.

4) And then add in the final toxic mix - that even before 9/11 the administration hawks saw sadaam as an unfinished and unresolved problem. His bad behavior which prior to 9/11 was formerly treated as a regional irritant was now viewed as too dangerous to the homeland to remain unchecked.

This gets us easily to the war. I don't need Haliburton or Dick Cheney wanting to control oil. I just have to use, sadly, a fairly common chain of human (mis)reasoning that gets us into conflict.

Finally - this is NOT to white wash responsibility. Plenty of decisions that are horrific. My favorite is Paul Bremmer - whose arrogance knows no limits - and fundamentally didn't understand that the FAR better analog (if he demanded one) was Imperial Japan rather than Nazi Germany and his efforts to De Bath Iraq lead to thousands of americans deaths.
