Evidently the concept of a steam powered submarine was firmly established in the Royal Navy before WWI.
Just because the concept now seems ludicrous, doesn't mean that the British didn't adopt it full bore.

This video is quite the revelation, even if it took the British seven decades to release all the facts.
This is a long video, and it may be hard to admit that the Brits perfected FUBAR, long before our Navy,
but having spent a career working with the Navy, the ability of top brass to persevere implementing stupidity
continues.
