Evidently the concept of a steam powered submarine was firmly established in the Royal Navy before WWI.
Just because the concept now seems ludicrous, doesn't mean that the British didn't adopt it full bore.

This is a long video, and it may be hard to admit that the Brits perfected FUBAR, long before our Navy,
