It can't be Christ because for all we know she is tied up into it as well. There was an article posted over the summer from sfgate that showed all the conflicts of interests in this case and it was quite the web and totally exposes why this investigation was focused so narrowly.
I don't know how it would get initiated (perhaps at the UC Regent level but there might already be too close ties up there too). Would be good if some third party like the NCAA could at least I initiate it or get some independent party involved.
How is that for irony - let's hire a search firm to find the best investigatory organization to lead this?
The report was a long and hard-er read. But within it were any number of inferences of potential serious issues within the Admin.
As one example, Jennifer Simon-O'Neill sat in on an end of year meeting where swimmers complained to Knowlton. Those complaints were then fed back to the swimmers by McKeever. The swimmers believed Simon-O'Neill told McKeever and asked that she not attend their future meetings with Knowlton. Simon-O'Neill's office is apparently situated near the pool; she was physically present at numerous practices, often unannounced. The report is filled with reports that McKeever's improper behavior occurred regularly. Yet, curiously, Simon-O'Neill claimed no knowledge of any issues with McKeever and gave her the good performance reviews.
This is but one example. There were others. Especially considering the report explicitly stated it was not tasked with investigating what the Admin knew and when, I thought it was potentially telling that these little nuggets still bubbled to the surface. It is really hard to believe this wasn't an abject failure by the Admin; there's certainly reason to believe said failures included hiding and covering up illegal behavior and behavior that violates Cal/UC policy. In which case heads really should roll.

I don't know a lot of the details so I haven't really commented, but this sounds like it's is getting A LOT closer to legitimate False Claims Act territory. Some run of the mill staffer with access to enough dirt could make a good chunk of change if it's true that performance reviews were intentionally falsified to keep McKeever employed by the state.tequila4kapp said:

Beyond that the California State Auditor could launch an investigation.

There is a legal process here. My sense is Cal will not investigate, discipline, or dismiss the admin until McKeever's lawsuit (and any swimmers' lawsuits) are mostly resolved.
I'm not advocating for that, but I think that's how it plays out. The report very clearly sets that up by stating they did not investigate anyone but McKeever. Cal has no incentive to further investigate when those results will be discoverable and likely bolster McKeever's claims (i.e., that the Cal AD had full knowledge of what happened).
My wild prediction: Cal settles with McKeever and Simon-O'Neil then "retires" with some sort of settlement. With any luck Knowlton goes too, but not expecting that (at least not related to McKeever). But I'm not holding my breath for Cal to do a real investigation of the higher ups.

Probably the Title IX/EEO office through a complaint or on their own.
What's disheartening is that this isn't being driven/done internally. The fact that Carol Christ isn't spearheading this is quite a telltale sign of the level of evil/incompetence/corruption that is permeating Cal athletics. Sheesh.
