Wilcox likely has about the 45th highest salary in coaching, no where near Top 25.
His buyout is likely around 35th highest because several Public Schools didn't disclose that data.

Bush's Federal Energy Regulatory Commission refused to intervene against W's friends from Houston who soon later declared bankruptcy after openly hiding their ill gotten wealth in dozens of Florida mansions each (protected under Florida law).
