I started following Cal football in 1968 when I joined the band. For 30 years the game was at 1pm.

Yes. In each of the three games picked for ESPN or ESPN2 that week, the two teams currently have a combined total of 13 wins. Cal and Stanford have a combined total of 7 wins.

From what I've seen they are still keeping a late-night option open on ESPN2. But ESPN's selections do make it seem like they might not be using it. They also put BYU-ASU in a 12:30 PT timeslot, and you'd think that would be the other prime choice for After Dark. There is also one fewer ESPN slot as they have F1 Vegas coverage instead of the after dark 700p PT game.
Have to wonder if the ACCN games allow for requests from member teams in regard to start times (provided that no games actually overlap). Duke is hosting VT at 8pm ET for their 4th late night home game of the year after the Big Game on the ACCN.
