The Xavier Lucas situation

This is becoming a total dumpster fire…
For those unfamiliar with the situation Wisconsin refused to enter Lucas' name into the portal when he requested to transfer.
Then, he is on Miami's roster this week. According to the reports he simply unenrolled from Wisconsin; drove down to Miami; and enrolled at Miami.
The NCAA then comes out with this can of jet fuel to throw on the already 8 alarm dumpster fire…
"NCAA rules do not prevent a student-athlete from unenrolling from an institution, enrolling at a new institution and competing immediately."

I have two questions:

1. Why didn't wisconsin put lucas' name in the portal if he so declared? Did they think they could prevent the transfer?

2. If a player wants to transfer, why does the school have to file paperwork? Shouldn't that be responsibility of the player (or their agent)?

Once the courts gave the players the right to free movement and NIL the NCAA lost any semblance of control over competitive balance. Some schools, primarily those with money (e.g., SEC, Big 10),have exploited the free market conditions much more effectively than others. Attorneys, agents and other outsidershave benefitted and players, once near chattels, now have the upper hand..

The players only APPEAR to have the upper hand.
They are still relatively young and inexperienced in the world of high flying sports contract law.
Only the agents ( and their lawyers) really know how to work their way through that area of law

The players have very few people on whom they can really rely. Even their parents don't have adequate experience and might have their own axes to grind.

That is why I like some of the ideas being floated around between the NCAA and the Judge who is in charge of long term implementation of the Brave New World of college football
They at least are tying to apply some fairness and maybe rationality to NIL and the Portal and reduce the power of the agents

Well I really should have said star players have the upper hand. Garden variety squaddies are probably in a weaker position now with scholarship reductions and a reordering of priorities to take care of the big names. Still, there can be no denying the leverage a top tier QB has these days and when did you ever expect to see a six figure price tag on a softball pitcher?

I did this once twenty years ago. I work in databases. I got an offer to work in a Fintech/bank for a substantial amount of additional income. I turned in my notice. The current company countered. The new company then counter countered. And I left. I got lucky that everything went over like it did. After this I never accepted a counter offer again. All counters do is build mistrust between you and both parties, especially if you accept a counter and stay after submitting a notice. Negotiate all the compensation you need up front with the new company and stick with that. I'm sure this rule applies in the transfer portal as well.

Good advice.
For several years I was on the executive committee of a 60+ attorney law firm.
We had a similar situation when a hotshot attorney in a key position came to the executive committee announcing his departure for more money. We countered and made him a better offer.
He stayed.
But after that we kept an eye on him expecting him to pull the same stunt later. We prepared a possible replacement. Sure enough he did. But the next time he did we were ready and did not counter.
