Could a Freshmen Walk On Start At Quarterback This Year?

I believe that under the new rules effective for the 2025 season (to the extent I have been able to determine what they are), every player on the Cal team must be on scholarship. So i believe that the term "walk on" is out of date or confusing. The term "walk on" prior to this year was applied to a player who was not on scholarship.

So if i am correct in my understanding of the rules that apply to the 2025 Season, there can be no 'Walk-ons".

I think the new thing is, roster sizes are capped. 115? (EDIT: 105) Used to be, football scholarships were capped. 85?

I'm not sure it says anywhere that all the players on the roster need to be on scholly. Someone, as needed, will correct me.

One of the major problems I have with the new rules is that the is no very clear statement/listing of the rules. Every thing was reported in bits and pieces.
I remember a very clear statement in one repot that all players had to be on scholarship. I then heard the same thing from a second report. But since then I have not seen a single unified report.
One report focuses on. NIL Another focuses on the Portal. A third focuses on the the overall money available to each team. A fourth report focuses on on private donations.

If we have a walk on quarterback starting for us this season, we must have had a horrific bus crash or training facility explosion. I can't see a walk on moving up past our current top 4 in the QB room.
