Because both fan bases in the Big Game are local so demand is almost doubled. The additional demand from SMU fans for our game is practically nothing.
Plus because of the allure of the Big Game, Cal and Stanford fans who don't normally attend games would like to attend that one. The allure is so strong that many fans are willing to pay a massive premium to attend; the same is not true of the SMU game even though they are a much better team than either Cal or Stanford

Heh, that's why I watched The Play at ground level (row 1) from the north end zone. I bought tickets released the morning of the game.

As a student we purchased extra student passes just for the big game alone for friends and family.
If memory serves (often does not) we got a big game ticket for away big games and a punch pass for home games?
