I think he will do well there. He's a good coach. Things were promising around 2019. Covid really messed him up and he needs a change.
He always liked surrounding himself with guys from the Pacific Northwest and recruiting kids from the Mountain West (new Pac-10) footprint. Was never going to work at Cal but could be solid at Oregon State in the new Pac-10. Maybe he brings Harsin or Rolovich with him as OC? Or brings back Baldwin or Musgrave?
They contacted him and he evidently said no thanks. Regardless, it went nowhere. I'll be surprised if Wilcox doesn't take a break for a bit.

He does not have to accept the first job even if it is offered. I understand Oregon state reached out to him. Not the other way around. They're desperate….
His contract does have an obligation to mitigate and I doubt he gets a better offer/better fit than Oregon State. It may be a sign that his buyout has already been negotiated down to eliminate that requirement. If not, and he really just wants to take time off (understandable) competent negotiators at Cal <should> negotiate a lower buyout based on what Oregon State pays because the premise for his payments is that he wants to be a head coach next year and the year after, but I doubt they do.

He is to make "reasonable and diligentl effort" to find "football related employment" that would offset Cal's payments to him, beginning immediately (it appears to me, but I am not a lawyer). I have no idea how Cal enforces that. I think that is why it is usually negotiated away after termination.
