I expect you (and others) are right, but it's not official until it's being announced by the Cal Athletic Department, the Board of Regents rubber stamp it and contracts are signed. Tweets aren't official.

Correct, this is not actually "official."
It's been reported in enough places that I'd be absolutely shocked if it's not officially Tosh Lupoi at some point, but it's not official yet.
