Here's what the NCAA says:

"Per NCAA guidelines, full scholarships do not exceed tuition and fees, room, board, and required course-related books."

My scholarship situation was if you lived in the dorms, everything was paid for. No spending extra money/stipend or whatever you call it was paid. When I got an apartment, we got a monthly check which was a fixed amount. Spend it how you will. Those were the two choices. We never got any extra payments for 'entertainment' or 'incidentals'. I doubt that has changed.

Then that sounds more like what I was told. I guess he was answering based on when he was living off campus with a bunch of the other players as opposed to in clark kerr.
