Step 1 give official notice of intent to leave your current conference affiliation to said conference.
Step 2 make official application for membership to the SEC.
Step 3 the SEC membership votes on the application.
Step 4 is approval.
There are legal ramifications to taking a school from another conference. The SEC isn't interested in being sued for a billion dollars.

Just got off the phone with three sources in the know about the Texas A&M and SEC situation, and they all believe the statement released by Florida president Bernie Machen, chair of the SEC presidents and chancellors, signals a chance for the SEC to catch its breath on expansion.
Don't rule out Texas A&M still being added to the SEC, but the presidents and chancellors in that league wanted to slow down the process and make sure this is the best situation for everyone, sources said.
There was probably some concern about possible litigation from the Big 12 with regard to the SEC interfering with Texas A&M's current contracts with Big 12 TV partners (ABC/ESPN and Fox), the sources said.
Texas A&M's buyout (exit fees) could reach $30 million to leave the Big 12, according to an official in the Big 12, by the way.
By hitting the "pause button," according to one source, the SEC also gets to see how Texas A&M handles questions from state lawmakers during a hearing on Tuesday before the House Higher Education Committee.
The decision to take no action on Texas A&M while continuing to explore "the criteria and process associated with expansion" gives the SEC more time to decide who and when a 13th (most likely still the Aggies) and 14th school may be added.
A source close to Texas A&M said the SEC has already indicated to the Aggies that a move to the SEC is still very much on the table.
The Aggies plan to continue with plans for a regents meeting on Monday to vote in new chancellor John Sharp and to empower the A&M administration with the right to make decisions about "conference alignment," sources said.
House Higher Education Committee chairman Dan Branch told Orangebloods.com on Saturday that A&M officials have told him they thought any possible move to the SEC would take "two to three weeks to finalize."
So it's way too early to make any definitive conclusions about the SEC presidents' meeting and just what it means for the Aggies and any timetable for expansion in the SEC.

2. The commissioner has not acted fairly amongst the Big 12 members

ACC? Would very seriously consider taking A&M, but the SEC isn't afraid of the ACC.
The SEC knows that Texas A&M fans have a hard-on for their conference and are a better option than the other conferences that would take A&M. They will do things on their own timeline.
