I'm not quite sure what to make of this passage, however.

I am certain the writer meant the state of Washington.

In all fairness, when someone says Pacific Northwest, I think the state of washington. Oregon only comes to mind when someone says "that state in between california and washington".

I have seen it posited that "Pacific Northwest" includes northwestern California.

As a happily displaced Oregonian, we've always considered OR as part of the PNW.

me too...in fact, I think of Wash, Oregon and even the most northern part of Calif.....but definitely both Oregon and Wash.

as a displaced washingtonian we generally forget that oregon exists except when driving through it or flying over it.
