I'll admit I know nothing about this type of stuff, but why wouldn't radio be somehow in the same jurisdiction as the PAC-12's conference's TV rights? I guess most every PAC-12 team will benefit from this contract sooner or later, but it seems like the rich get richer and the poor stay poorer. Are these revenues shared across the conference?
