If he's a legit sub 4.5 40 kid with that size, he would be a consensus 4-star player.

Only ESPN list him as a 4-star, and both Rivals and Scout list him as a low 3-star.

Give it a rest. Make room for the possibility that there are details you don't know. Poor form to disparage a recruit on his commitment day, though I'm sure you won't see your comments that way.

Cavil's size and speed will be a big weapon in 1-on-1 matchups on the outside, especially on shorter CBs. Strong academic credentials, military family, sounds like a great kid.

You clearly only operate in extremes. There are plenty of fast players who don't perform. The kid looks good and his offer list is impressive. Of course, the coaches from those schools are probably wrong and you're probably right. What do ucla, ole miss, South Carolina, Baylor and Clemson know anyways. They only offer scrubs right? That's a pretty crappy offer list huh?
