I think they were just filling in so we would have enough receivers for the drill.
Boehm did have one series at QB and did all the QB drills.

Probably a longshot at best but it isn't unheard of for guys recruited as QBs to recycle to another position. Eric Bjornson at UW, Kerry Meier at Kansas and Anquan Boldin at FSU are some who come to mind. HS QBs are often the best athletes on their teams and can easily put those skills to use at another position.

Scout ranked him the #17 QB. Assuming a QB stays on average 4 years in college, that's nearly 70 QBs ranked at or above #17 in college football at any given year.
Rival gave him a 5.7 (3-star).

Clicking all of their 2011 pro-style QB rankings, the top 5 were 4-stars. Searching for dual threat QB rankings in that year, there were 11 4-stars.

So, there were 11 4-star dual threats QBs, plus another 6 pro-style QBs ranked ahead of Boehm, which made him #18 overall ranked QB by the highest possible estimation (assuming that his 3-star is higher than all dual-threat 3-stars).
