What is legality of the cut block in open field?

Cameron Jackson just injured on the 3rd Oregon touchdown after he was cut block in the open field while the ball was in the air.

Seems to me there could be TWO penalties on Oregon here, but please advise.

1) I didn't think you could block defenders while the ball was in the air.
2) I didn't think you could cut block in the open field - only on the line within 3 yards of scrimmage. How is this different from the penalty that Ngdominka Suh got (plus a $100,000 fine from the league office) for injuring the Detroit Lions opponent?

Simple. If Cal does it, its a personal foul and an ejection, and if Oregon does it its good coaching.

In college, you can block while the ball is in the air as long as the pass is behind the LOS. The cut block was entirely legal. Suh was penalized because he went after a player who was not involved in the play.
