Well... assuming Oregon's choices don't change based on OSUs choices...yes. but that is not how football works.
If osu kicks the single point and goes up 30-24 then oregon, tied 30-30 kicks for the lead, 31-30. When OSU scores 7 they lead by 6 (assuming they make the stupid choice to go up by 6 rather than 5 or 7). Oregon then kicks again for 7 to win by one.
