It was probably stolen for the metal. Last year someone stole a rather large church bell stored outside at St. Mary's Cathedral in S.F. They found it abandoned in Oakland, apparently no place would "recycle" it.

Jingletown is very much industrial, lots of scrap metal in the area. I agree with Beezlebear, probably stolen for the value of the metal.
Unless Steve Gladstone needed something for the Yale boathouse :p

Metal recyclers are a dodgy bunch. When Mare Island shutdown, a metal recycling firm opened in one of the old warehouses. NCIS found that copper thieves
were removing metal from an on-line sub station in the shipyard and selling it to the recyclers down the street. The fact that the sale coincided with a local
power outage didn't raise any red flags.
