How about, $500,000 buys you a green card at the front of the line. Good students? I'll rent you my cash for a reasonable return, and your kid gets a first class education.

Maybe if those parents were willing to pay a higher tuition, the school wouldn't need to enroll so many international students to balance out the budget b

Republican lawmakers have floated a solution. Open a certain number of slots to the highest bidders who meet minimum UC standards.

That's what you get when you are one of the highest ranked universities in the WORLD. You draw from students all over the WORLD. If you want to one of the top schools in the U.S., then on that list there are dozens on that list much better than Cal, and less competitive.

When I was a Cal Engineering student in the 60's, at least 20% of my classmates were foreign students, in some classes required for graduate students the ratio could be as high as 50%.
That's the 'ole Cal' I attended. Was it the same for students who weren't in the College of Engineering? Probably not, but 50 years ago it was a fact of life for me.

Back in 96 when we bought a new home in Castro Valley, the builder(Shea Homes) would have an evening event for new home buyers at their design center to choose floor coverings, cabinet finish, tile, stone, etc...
My wife kept hearing these attendees talk about winning the lottery (she thought it was the California Lottery which we never won). Most of the attendees were buying home in the San Jose area
and had participated in a lottery to select their homes. Three years later we were moved to the San Diego area and in some areas North of Mission Valley they had started the same process, except in some
developments they didn't even have floorplans or conceptual drawings of the homes to be constructed. We ended up buying in an area where some homes were actually under construction and model homes
were available for inspection. The lottery concept isn't ideal for a major decision like a home or a college education. It's not a good sign when that becomes part of the decision process.

Here's a plan: Cal would guaranty spots to California residents in the incoming Freshmen class in proportion to the percentage that the State provides public funds to Cal's operating budget. In short Cal would guaranty 90% of spaces in incoming Freshman class if the State were to provide public funds sufficient to meet 90% of its operating budget.

At present the State provides 11% of Cal's operating budget. So the citizens of California are getting a GREAT deal since California residents make up way more than 11% of the incoming Freshman Class.

Haha, so there are whiny entitled Californians(like me) who are bashing those who are actually subsidizing them? Sounds like a one of those welfare southern states.

The environment at Cal is changing. International students do in many ways enhance the environment at Cal. At the same time, many international students struggle in class with language difficulties and inadequate academic background. They also tend to concentrate in a subset of majors. However, we need their money. There also are plans afoot to establish several new masters degree programs, in biotechnology, for example, and to charge high tuition for enrollment. These changes may adversely affect the learning environment on campus. A concern is that at some point we become a degree mill and the atmosphere becomes less scholarly.

Jeez, in the late 1970s my friend was in grad school engineering school and often was the only native born speaker in his classes or labs. Not sure there has been that much change. Cal is a school with a great international reputation that is going to attract top foreign students.

The difference is in undergraduates, not graduate students. It's a very significant change that had developed over the last five years or so.

Okay, I see that as a distinction. Is that out of state students or international students? I seem to recall many foreign undergrad students back when I attended school back in the stone age, but not many from different states.

Presently, Cal is capped by the state at 24% out-of-state students, which includes students from other states and foreign students. (By comparison, Michigan has roughly double the number of out-of-state students proportionallly). This is a huge increase from 5 or so years ago - maybe 8 fold. I don't have the numbers to break down what proportion are US citizen vs international, but can tell you that in our classes, its quite noticeable that there are more international students. We are also seeing a high proportion of struggling international students in advising sessions - its very sad when they do not have the background and/or language skills to succeed at Cal.

Yet another situation where administrators need to consider not just the short term plusses (we get their money) but also potential long-term minuses that negate the plusses (weakening academic standards, doing damage to our brand, turning into a diploma mill).

It's like the Nigerian email scam. It's a self selecting scam. Normal intelligible people just throw it into the junk folder and others think that "Making America Great Again" is a legitimate domestic/international policy.

Back in the 60s when I was going to CCSF I took a Calc. Class and of the 25 or so of us I was the only non-Asian. I thought we all know that Ucla = Unknown Caucasian Lost among Asians.
