Aside from number of cops, Oakland is also one of the worst run departments in the country, headed by one of the worst examples of city buffoonery in the country. OPD's loss of officers in 2009 was a horrible example of how poorly run OPD has been.

That said, I'm not sure why anyone would take issue with a police officer earning a living wage. You think a rookie with a bachelor's degree graduating from the academy should earn less than a school teacher? If so, who exactly do you want carrying a gun, arresting individuals and driving public streets at high speed? You gonna pull over a vehicle in the middle of nowhere at 3am for minimum wage? I'm not.
$70k for a starting salary for Oakland seems perfectly reasonable to me. I WANT our officers well compensated for their work. It would be nice if they could even put down roots in the city. But at that salary, they'll probably never afford to buy anything in a decent neighborhood.
