Only if Cal changes QBs. Doesn't matter how fast a WR is if the QB can't throw accurately beyond 20 yards.
Passing proficiency is on a continuum. Sure, if Bowers flat-out "can't make the throws", we need to find somebody else. More likely, he is just somewhat-below-average-to-average on arm strength for a college quarterback.
We obviously need a better passing game than we had last year. Some of that can come in a variety of ways besides QB play, but we also need better QB play.
Bowers showed enough last year to where he might be a pretty good starter for us
if he continues to improve.
A quarterback that does a lot of things well, but doesn't have an average-to-above-average arm, can maybe be compensated for by doing things like getting the ball out earlier on deep throws and going deep on downs when the defense is expecting it less.. Obviously, this only works to an extent.
I'm sure the staff will go with the best they have. It may or may not be Bowers.
