Historically Black colleges and universities. I think it's doubtful. The level of competition just isn't there. However schools with strong African American studies programs and progressive ideals could benefit. I wonder which schools would fit that description?
I do think it's possible that recruits are less likely to go far from home due to the pandemic. But Foreman and Betley didn't follow suit on that.
I think that recent events will make HBCUs more attractive to many black students. However, my best guess is that will not occur much with high level athletes. Most HBCU's have very limited athletic budgets and cannot afford the facilities, training staffs, travel budgets, and academic support staff of power conference schools and successful mid-majors. Those are not the only reasons a recruit chooses a college, but they are big factors. A really high salary for a HBCU head basketball coach is $300k (Morgan State) and some like Mississippi Valley State (alma mater of Jerry Rice) pay only $75k. See database below for some salaries and compare to what coaches at power conference schools or strong mid-majors like Wichita State earn, and it gives a sense of the disparity in athletic budgets.
As long as the school is D1 and has a path to the Tournament, I could see a few top recruits banding together to go to a school like Howard or Morgan State. It is certainly a possibility. There are a lot of mid-majors who became basketball powerhouses with less of a selling point. They cruise through the regular season and make a splash in the Tournament. The NBA will find good players and big numbers only help. Moreover, they will take good players out of high school so level of competition is not as much a factor as many might make it.

Part of it is Canadian kids at Oklahoma State but it is a start. I am not sure how it gets resolved if the coach loves OAN, because just giving up the T-Shirt is just window-dressing. I think some players might be entering the transfer portal soon.
