You don't have to say the N word in public to be racist. Dog whistles are usually good enough which is why the race baiters in the GOP are usually pretty careful to dance around issues and make sure everyone knows what they're saying without them having to say it. Of course, sometimes they do say the quiet part out loud but for the most part they've been following this practice for decades. When he says "they" who want reparations, it appears to refer to Dems, liberals, anyone in favor of reparations.
