Trump is working sundown towns because his strategy is to maximize the voting turnout of his less-than-a-majority base. Only eight years ago, he did much better with college educated people in the suburbs. But now, most people who are even semi-educated are on to his demagoguery.

Uneducated people in sundown towns traditionally have not voted in large numbers, so his campaign sees potential there, if only they can scare them enough to come out and vote.
