God forbid we have an actual debate and vote on this type of expenditure. Maybe it is wise funding or maybe it is not. But we should not and do not need to jam the spending in to a continuing resolution passed on an emergency basis, all linked to a massive quantity of pork projects.

If the funding has merits, how about passing a bill specific to this expenditure or perhaps medical research spending as whole? If this is a priority, it will pass on its own merits and if it doesn't pass, those voting against it will be on record and accountable. This is a good thing.

Congress needs to return to the regular appropriations process. These kitchen sink bills are an abomination and make it impossible to impose any accountability for spending. And just to be abundantly clear, this applies to both parties - the republicans had plenty of pet projects and other pork in the failed bill.

There was a proposal to put a congress person's name on any amendment to a spending bill. That would also be a very positive step.
