Although I chafe at this as a huge 1st Am guy I note it is appears to be a workplace restriction, which although still offensive to me personally, is in a particular category of speech.

I believe you're indicating that the restrictions are on what you say in your official capacity as a federal employee? Is that correct? Is anyone telling you what you can say outside of work? Those are two very different things.

One additional big problem is that we put many / most lumber companies, at least on the west coast, out of business.

So we may not have the companies, equipment, and especially trained manpower. But it should bring lumber prices down on some products.
