The pilot of the private jet should have stepped out of his plane at the intersection and pressed the crosswalk button just to make sure.

They just did an in depth segment on this on the news.

ATC (paraphrasing): "turn left then stop before crossing the SWA runway"

Small plane pilot: "got it. turn left then proceed past the SWA runway"

ATC: "Negative. stop short of the SWA runway"

Small plane pilot: "got it. Stop short of the SWA runway"

Dude proceeded through the SWA runway anyway
