The Trump administration has issued a stop-work order on the Revolution Wind offshore wind farman $4 billion project that's already 80% complete and was slated to begin delivering power to Rhode Island and Connecticut next year.
Why the Halt?
The Bureau of Ocean Energy Management (BOEM), under Trump's direction, cited "national security concerns" as the reason. Specifically, they referenced potential interference with military and maritime uses of the exclusive economic zone, high seas, and territorial waters. However, the exact nature of these concerns hasn't been publicly detailed, and many in the industry are scratching their headsespecially since the military was heavily involved in the original siting process.
Project Snapshot
Location: ~15 miles south of Rhode Island
Developer: rsted (Danish firm) + Skyborn Renewables
Capacity: 704 MW (enough to power ~350,000 homes)
Status: 45 of 65 turbines already installed
Fallout & Reactions
rsted is considering legal action and working with permitting agencies to resolve the issue.
Rhode Island officials and clean energy advocates are calling the move politically motivated and a threat to regional energy reliability and affordability.
The halt echoes a similar disruption earlier this year to New York's Empire Wind project, which cost nearly $1 billion in delays.
This could have ripple effects on investor confidence, grid planning, and state-level climate goals.
