It would take him 10 seconds to have that sent out. Wasted so much time!
I'll bet it took longer than 10 seconds to send out that directive. Then you have to multiply it by everyone going into their programs and changing the default fonts. It's not a lot of time, but it adds up and takes away from time doing important stuff. Fortunately, I've worked for my agency for 25 years and I can't recall ever being told what font to use. I don't pay much attention other than to make sure I'm not using Comic Sans or Wingdings.
