At over 80 years old she is not going to jump through the hoops of this big government activity.

Is that because CA provides state IDs to illegal immigrants? Given that fact, it sounds like she needs to proactively prove citizenship. Hopefully, you can help her with that matter so she won't be "disenfranchised."

If the federal government is placing these additional restrictions on people's voting rights, they need to make it very easy for legitimate citizens to remedy any issues and stay eligible. Just saying "well State X needs to fix this law" isn't good enough. Do you disagree?

Bingo. The vast majority of state IDs do not qualify as valid voter ID under the SAVE Act. Have Republicans come up with any remedies for this in their legislation? No. You have to pay to get a passport or birth certificate or some kind of cure if your name changed along the way. Sounds like a poll tax to me.
If the law allowed for a broad swaths of government-issued ID to be considered valid then I wouldn't have the same objection. I still think Voter ID laws are solving a problem that hardly exists, but whatever, go for it if it makes people feel better. The SAVE Act doesn't do that, it's very restrictive.
