You got duped. Trump was also president before Biden, if you have forgotten. Trump got all of it going and revived NASA

Artemis program planning for a Moon return originated in the Trump administration through 2017 Space Policy Directive 1, building on prior SLS/Orion hardware, while the crew was formally named and preparations advanced during the Biden administration.
