"Progressivism seeks to replace the basic premises of the Declaration of Independence and hence our form of government," Thomas said in a speech at the University of Texas Austin Law School pegged to the nation's upcoming milestone birthday.

A spirit of "cynicism, rejection, hostility and animus" toward America -- by Americans -- has taken hold, Thomas said in remarks carried live on CSPAN.

Thomas, the Supreme Court's senior conservative member, spoke broadly, not referencing specific contemporary events or political figures to make his case. But his comments come at a critical time for the sharply divided country and the Court.

He said that the values enshrined in the 1776 Declaration of Independence have "fallen out of favor" among Americans -- a trend perpetrated, he argued, by "intellectuals" and the nation's colleges and universities.

Justice Clarence Thomas says legal precedents are not 'the gospel'

Thomas also said he believes many people no longer believe "all men are created equal" and deserving of "unalienable rights" protected by a limited government.

"[Progressivism] holds that our rights and our dignities come not from God, but from government," he said. "It requires of the people a subservience and weakness incompatible with a constitution premised on the transcendent origin of our rights."

The Declaration of Independence is not relevant to the lives of Americans not because of progressivism or any -ism but because it has nothing to do with the reality of lives in 21st century America.

However, the US Constitution must be interpreted exactly as the Founding Fathers intended it to be in the 18th Century.

The only time Clarence Thomas identified as a Black man:

Thomas famously described the sexual harassment allegations against him as a "high-tech lynching for uppity blacks."

* Evidence from the 1991 confirmation hearings suggests that several witnesses with corroborating or additional allegations of sexual harassment against Clarence Thomas were indeed prevented from testifying or not called to the stand.Specific instances of "barred" or uncalled evidence include:

Angela Wright: A former employee at the Equal Employment Opportunity Commission (EEOC) who was prepared to testify that Thomas had harassed her by making comments about her anatomy and pressuring her for dates. Although she was subpoenaed and present in Washington, then-Chairman Joe Biden decided not to call her to testify publicly after Thomas's "high-tech lynching" defense.

Rose Jourdain: A colleague of Angela Wright who was prepared to corroborate Wright's claims but was also not called to testify.

Kaye Savage: A friend of Thomas who offered to testify about seeing a large collection of Playboy magazines and nude centerfolds in his apartment during the early 1980s, which would have corroborated Anita Hill's claims regarding his interest in pornography. Biden also decided against her testimony.

FBI Investigation Failures: Critics and legal advocates later noted that the FBI investigation was severely limited; agents allegedly failed to follow up with Hill after promising to do so and did not pursue other witnesses who had shared similar experiences with Thomas.

While Anita Hill's testimony regarding graphic sexual comments and the infamous "Coke can" incident was heard, the exclusion of these other witnesses led to criticisms that the hearings were "rushed" and failed to properly investigate a possible pattern of behavior.

**Joe Biden, as Chairman of the Senate Judiciary Committee, by excluding evidence of serial sexual harassment gave America the gift that has kept giving to the present day: Clarence Thomas.
