The Chancellor makes $2 million per year the AD makes $1 million per year both with lengthy contracts meanwhile the Governor of California makes $200k and has to be re-elected every 4 years.

Where do you get that the Chancellor makes 2M per year?

According to the table on Page 6 she was making $581,266 with proposed 4.8% increases on 7/1/22 and 7/1/23.

I don't think she has a "talent fee", retention bonuses and other bonuses like the AD does.

Ok, I thought I saw that somewhere. Why would Knowlton make twice what the Chancelor makes? Why would she give a man with so little relevant experience a 10 year contract at that level? Football coaches at least compete in a competitive market that can generate high revenues using unpaid (until now) labor.
