OT: CHP's 11-99 Foundation... a pay-to-play "license to speed" (?)

Lately I've seen a lot of cars sporting chrome license plate holders emblazoned with the somewhat nondescript "11-99 Foundation." Looked it up and it's a donation program to the California Highway Patrol designed to help CHP employees and their families with benefits and assistance, and scholarships for the children.

The cynic in me says that this foundation exists to allow rich(er) Californians to speed down I-5 or 101 at breakneck pace, resting assured that should some enterprising highway patrol officer pull them over, they'll receive "professional courtesy" and be dismissed with only a warning.

Anyone a member who can debunk my cynicism? Or, better yet, confirm it?

In the 90s and early 2000s, it could (wasn't a guarantee) get you out of CHP tickets, but it rarely works these days with the proliferation of fake 11/99 plates and accessories sold online. The foundation is still a worthy cause to contribute to though.

Not to be argumentative, but what makes you say it's a worthy cause? Per their annual report (linked below) almost all contributions to go scholarships for CHP family members. Of that amount, $35,000 (less than 1%) went to families of fallen officers. And per that same annual report, the starting salary for CHP is $122,500, plus full benefits including pensions that cost over 70% of payroll. Nothing wrong with sending more kids to college, but outside of fallen officers (of which there were none the past two years), why are children of parents with total comp upwards of $250,000 in need of charity?

The way this "charity" advertises itself has always rubbed me the wrong way. They have been very successful in generating a false perception.

You're right, I should have looked it up. I thought it was helping the families of fallen officers.

The new ones are fake iirc. 1199 doesn't give out membership cards or plate frames anymore because of this exact concern.

In my experience a USMC sticker and being respectful has been enough to get a warning every single time I've been pulled over. 11-99 must be a paid version of that.

That's not true. I received a CHP 11-99 Foundation solicitation today, and license plate frames with their name on them are given at all membership levels.

Hmmm....every tier indeed gets a license plate. But each tier has a different color lettering.

If only it could help you with camera tickets. I see so many cameras at intersections these days. Absolutely must make sure that yellow doesn't turn red right before entering the intersection!

As someone whose life was irreparably harmed due to traffic violence, I would be happy if we revoke the driving privileges and impound the vehicles of drivers who mask their license plates to get away with violating traffic laws.

Blackout license plate covers should be illegal if they aren't already.

No it's not. I can't believe that you would reference a 2008 article in an attempt to refute my actual experience this week and another posters's link to the current CHP 11-99 webslite, both of which demonstrate that the license plate frames are currently available. Give me a break!
