Yes there are short course world records. Just like indoor track has it's funky distances and track sizes, so does swimming.

And there are lots of international meets swum short course.

There are international short course meters meets. SCM is rarely swum in the US, and yards, which is swum in NCAA and high school, is never swum outside the US.
