Telegraph has so much potential, and if it cleaned up it's act a little, and supported the businesses better it could be a big plus. I'm not talkng about spending millions. Just clean it up to the level of Bancroft just north of Telegraph. At least that street is relatively clean, clear from undesirable sights, and has some nice businesses.
I actually remember seeing a few of the basketball players stop in front of Jamba Juice with a recruit, probably because of it's reasonably good vibe in that area compared to Telegraph.
Of course, I've also said that Cal should upgrade the fountain in Sproul Plaza. The current one has some tradition, but otherwise is embarrasing for the "center" of campus.
