This is flat our wrong. Helmet to helmet contact is not, by definition, illegal (assuming the crown of the helmet is not used). Targeting is illegal. Helmet to Helmet contact happens all the time because players are constantly moving in unpredictable ways and penalties are rarely called.
Targeting requires apparent intent:
"Target—to take
[U]aim [/U]at an opponent for purposes of attacking with an[U] apparent intent[/U] that goes beyond making a legal tackle or a legal block or playing the ball."
