They don't. The Yahoo writer misreported the content of the USA Today article.

That USA Today article says that Allen got the Esformes kid into Penn by designating him as a priority recruit.

They don't. But they still offer full admission to all their incoming freshmen team members. Which is the crux of the matter.

Maybe the scholarship limitation applies to sports like football and basketball, but not rowing?

I'm informed by a young man I know who attended Wharton that great suspicion exists that Trump never graduated from that special school within Penn. Has Trump ever displayed his Penn/Wharton diploma?
